Yes it is a choice.
Maybe not once you have started and become addicted - that may be valid in itself - but you always have the choice to start in the first place. AND whether you continue long enough to become addicted.
You don't get hooked on cigarettes with the first one. It's nicotine, not heroin.
Psychologist studies into smoking have shown that we generally all hate that first cigarette and we actually teach ourselves to smoke. After we have sucessfully programed our minds to think past "yuck" then we form the habit - even before an addiction kicks in. It takes 21 days to form a habit and can take a lifetime to break.
It is the habit - not the addiction - that is harder to break. It's about the same as a coffee addiction really. The difference is that smoking gives that little "crutch" - that something for idle hands to busy themselves with - so reprogramming our minds back to thinking "yuck" and remove the crutch makes smoking hard to kick.
